Born Dublin 7th February 1934. Married to Teresa Ward, four sons, two daughters. Educated St. Mary's College, Dundalk; Blackrock College, Dublin and UCD (MB, Bch, BAO, Dch, LM). Cheann Comhairle, former General Medical Practitioner. Unsuccessful candidate in by-election in Monaghan in 1973. First elected 1977 and at each subsequent election.

Elected Cheann Comhairle of 29th Dail on 6th June 2002. Chairman Civil Service Commission; Local Appointments Commission; Deeds of Bravery Council; Committee on Procedure and Privileges; Irish Parliamentary Association and Public Offices Commission. Member of Presidential Commission; Council of State; Conference of Presidents of European Parliamentary Assemblies and the Electoral Appeal Board. Leas-Cheann Comhairle of the 28th Dail 1997-2002. Chairman Fianna Fail Parliamentary Party 1994-2002. Former Vice Chairman and member of Steering Committee British-Irish Inter-Parliamentary Body. Minister for the Environment 1991-1992. Minister for Health 1987-1991. Minister of State, Department of Health and Social Welfare, October-December 1982. Fianna Fail spokesman on Health 1983-1987. Member New Ireland Forum 1985. Former Chairman of Cross Border Development Committee, Eastern Region. Member of Monaghan County Council 1979-1987. Medical representative on the North Eastern Health Board from its inception in 1970 to 1987.
