Born Burtonport, Co. Donegal 10th March 1948. Married to Ann Gillespie. Educated St. Enda's College, Galway and UCG (BComm). Minister of State and former Fish processor and exporter.

Appointed Minister of State at Department of the Environment and Local Government June 2002. M.E.P. 1994-2002. Minister of State Department of Marine and the Gaeltacht 1987-1994. Member Donegal County Council 1979-1991 (Chairman 1985/1986). Grandson of Paddy The Cope, a pioneer of the Irish Co-operative Movement.
